Just 10.4 percent of America's kids younger than 19 have no health insurance less than half the uninsured rate of adults ages 19 to 64, according to the Kaiser Family Foundation. Often, parents who apply after seeking medical care for their children lose their motivation for gathering the necessary documents after the crisis has passed, "They're trying to manage their family and their life, and they say, “You know what? I'm just going to let this go”
